outlook express imbedded links

When I run my cursor over a (blue) active link within some text (URL), the cursor changes from a pointer to a finger but does not retrieve the url site. my wife uses teh program called outlook on the same computer and teh link will render with outlook but not outlook express

Any thoughts please
