Outlook Express failure after XP Upgrade

After processing the XP Home SP2 upgrade on a computer with a recently
installed copy of Millenium, Outlook Express will not start. The error states
that MSOE.DLL failed to initialize. I have removed and replaced OE in A/R
Programs - but I don't know if that procedure actually extracts a new copy of
the OE system files.

One cannot remove or uninstall either Internet Explorer or
Outlook Express in Windows XP. The options shown in the
Add/Remove Windows Components simply remove access
(i.e. remove the icons from the Start Menu and/or Desktop).
