I just upgraded my computer from Windows 98 to Windows
2000 Professional and discovered that the spell checking
option isn't available in Outlook Express 6. I am unable
to have my emails automaticcally spell checked before
sending. Is there any way to obtain this capability for
Outlook Express 6?

OE has no native spell checker.
To get one you have to install MS Works, MS Office or an Office sub-product such as MS Word.

Greetings --

Outlook Express, as you've just discovered, has no spell-checking
capabilities of its own. Instead, it relies upon the presence of
certain specific other Microsoft applications, such as the Office
Suite, Word, or the Works _Suite_ (which includes Word, not the
regular Works). There are also some 3rd-party shareware/freeware
solutions available at any of the many shareware sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:
