Outlook experss stole attachments

I have a small issue.

My outlook downloads stuff from work. but when I go to open it the
attachment is gone. even the paper clip is missing.

I have unchecked the " Do not allow attachments to be saved or opened, etc"
with no luck.

I have checked the properties of the email and the attachment was
downloaded. The file size also indicates that it has been downloaded

Can anyone out there help me

If the email is being sent by somebody using Outlook, tell them NOT to use
Rich Text format.
