Outlook Error

Everytime I try to get into Outlook I keep getting this message:
an OLE Registration error occured. Program is not installed run set up
again. It then closes out outlook and brings this message up: unknown
error OX9694011D????

Can someone please help. I have re installed Microsoft office, I have
even re-installed the Operating System still nothing....
