Outlook Error Message

When I go into Outlook 2002, I get the following error:
This Information Service has not been configured. Select
an existing file to configure, or type the name of a new
file to create.
After trying all the files that appear, I just keep on
typing in new ones. I now have about 40 pst files, but
it is the only way I can get into Outlook.
Anyone know anything about this.
 
what operating system are you using and what level of permissions do you
have?
