outlook error message when sending/recieving

I have outlook 2002 and I am having a problem with sending messages.
Everytime I try to send a message I get this error message...
Sending/receiving error 0x800CCC13
I looked this error message up online and found that it is a
SOCKET_WRITE_ERROR Unable to read Winsock reply, unfortunantly
this is all that is on the site and I was unable to find a fix for this.
