Outlook EMail Send Button does not react everytime

When I want to send a mail in Outlook 2003 and click the send button nothing
happens.
I have to close the windows and save the email, then open again and
immediately send the email. Then it works.

Other windows for Reply-Mail or Reply-New-Date etc. behave similarly.

Does CTRL+ENTER work for you?

See if a reset on the Toolbar works out for you; all Toolbar customizations
will be lost and the Toolbar will reset to what it looked like when you
first installed Outlook. To do this locate outcmd.dat and rename it to
outcmd.old when Outlook is closed. By default you can find it here;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook
