Won't let me send emails

I have Outlook 2003 part of Windows Professional Package.
For the past two days Outlook has not sent out any email unless I pressed
send, closed Outlook, and then started it up again. It would only send emails
once I re-opened it.
Now, I can only open incoming emails. If I press forward, new or reply, a
small window comes up saying "Starting Microsoft Outlook as your Email
Editor" and then nothing happens.
Does anyone know what is wrong or how to fix this?

Check in Task Manager (windows) Running Processes tab to see if there are
multiple instances of outlook.exe
(clicking on the process title bar will set the list alphabetically)
