Outlook Email Forwarding Rule

I have attempted to setup a rule in Outlook Web Access (2003) that forwards
all emails FROM a specific address TO an external email address without
regard to the contents of the subject line. This rule does not work. I'm
mystfied.

Here's the rule outline:

When a message arrives
Where the From Field Contains: <email address>
Subject Contains: "*" (i've tried this without the wildcard as well)
Sent to check the 'Sent only to me' box
Then
Forward it to <external email address)
I've also checked the 'Keep a copy in my Inbox'

Any help is greatly appreciated. I've looked this up and from what i've
read i've set up everything correctly, however it is not working.

New Blank Rule:
When a message arrives "From People or Distribution List" (click on this
underlined field, in To: box enter the email address you want automatically
forwarded either from address book or manually) Push "Next"
click on "Forward it to People or Distribution List" (Click on this
underlined field and repeat step one)

That should do it.

Thanks for the response however I don't understand it. If you have
referring to configuring rules under Outlook vs OWA I understand...that said
I have already done that. I have declared the TO email address as well as
the 'Forward It To.' The rule still does not work. I've tested with another
Outlook client running Exchange and still have the same issue.

Emails will not forward. Also I would like to know the setup specifically
with OWA.
