Rules - Forwarding not working

I created a rule:

-> Apply this rule after message arrives
-> Click people or distribution list.
from people <email address>
-> Click forward people or distribution list.
forward to <email address>
-> No other conditions used, no exceptions used

This rule is not working. The messages gets to the inbox but will not
forward to the "forward <email address> defined". However, if I send email
directly to the
forward <email address> it works, the email is sent.

Am I missing anything? How can I make this work. Please advise.

This rule is not working.

Try instead to use the condition "with specific words in the sender's
address" instead of "from people or distribution list". I've seen anomalies
I don't understand (not that it doesn't make sense, I just haven't analyzed
it completely) in the handling of "people or distribution list".

I tried your suggestion, no help.

I used the same simple rule I create but selected "move to folder"
instead and it works. I don't understand why the rule will not work
when the condition is to "forward" the message to an outside email
address. I have not tried "inside" email address, will do and let you
know, but in the meantime, do you have any thoughts as to why
the rule will not work when forwarding the message to an email address?

Are you using Exchange? By default, Exchange will not reply or forward to
outside addresses automatically.
