Outlook doesn't send updates

When I update an appointment in Outlook 2003, it doesn't ask to send an
update to the rest of the attendees.
Any ideas if there is a setting to check on?

Post all replies to the group to keep the discussion intact. All
unsolicited mail sent to my personal account will be deleted without
reading.

After furious head scratching, mike asked:
