OUTLOOK does not allow examination of OUTBOX as it did in earlier.

In past versions of OUTLOOK, I could examine or change a message already sent
to the OUTBOX. Help implies that it should still work and provides
instructions how to do so. But once the message is examined, it will not send.
I was provided a workaround for this, but it is really poor. Several of my
customers have also complained about this flaw.

Common problem. See if copying it to Drafts first helps. Often it still
won't send.
