Outlook Defaults

One person in our office is using Outlook 2003 (the rest of us use 2002).
It looks different to me and the commands seem to be in different places.
As he's always using his workstation and won't let me sit down and just look
around for a bit, I'm totally unfamiliar with it. My question is:

Is there a way to default his new messages to HTML format?

Same as Outlook 2002 - Tools | Options | Mail Format
 
Oh, dear. I did that. I thought maybe there was some additional trick in
2003. Does that apply to new messages, replies and forwards?

No, Outlook replies in the same format that the original message was sent
in.
