Outlook Contact lists

Hi,

I use exchange 2003 and outlook 2003. I want to change my default contact
list for one user.

I have a user that opens outlook - opens a new mail message and hits "TO"
and the address list comes up. Its the Global Address list. I want that user
to see his outlook contact list by default first. Can someone tell me how to
make that change.
