Outlook Connector for Windows Live Mail blocking the sending of read receipts?

In July of last year (2008-07-25) I posted this question in
microsoft.public.outlook (which seems to be called Outlook New Users in the
web interface):

I never saw a response to it using Windows Live Mail as my newsreader. I now
stumbled upon the below response from Diane Poremsky (given the same day as
my question) in a Google search cache (I fail to find it using the MS
discussion group web interface as well as Google Groups):

I maybe should have stated already in my first post that I had checked the
existence of the RR by using properties of the mail item and it was there
("Read receipt requested: Yes"). Obviously the connector is doing something.
Intentionally or not?

It has not improved with Office Outlook Connector version 12.0.6414.1000
(12.1) that was released a little while ago.

I must ask you Kjell, do you mean that you have found a return receipt
function which works with Hotmail accounts?


I would love to know whether or not there is a way to get a read receipt
sent out to Hotmail accounts...

Well, I was looking for a way to send it for/from, not to, Hotmail accounts.
Maybe that is what you're looking for anyway.

So, yes, if I use Windows Live Mail to access the Hotmail account, receipts
do get sent (after having been prompted to send one). That happens already
in preview mode though.

The Outlook Connector, however, does not work, regardless of what Alessio
Roic (Microsoft Outlook Program Manager) states on

OK. I am really looking for a way to get Read Receipts to work both to and
from Hotmail accounts, since Im using a hotmail account to send emails to
other hotmail accounts...

But, I think I am using Windows Live Mail to access the Hotmail account, but
I cannot find where I can send a read receipt? Could you point me to the
right place here?

....and I think I found the answer myself.

If I download the Windows Live Mail application there is a "read receipt
option" for that program. This works when using the Windows Live Mail program
for a hotmail account.

However...if I use the Windows Live Hotmail application, which is just
online, no need for a download, the read receipts do not work.

Now this is really silly. Why not make the receipts work for both these mail
operators? Really? Why not for the web-based one?
