Outlook Calendar show time as : Free change default to busy?

Hi

Can anyone tell me why the calendar defaults all day events "show time as :
Free" and if there is a option for me to get it to defualt to Busy? For
some reason this has become quite an issus with people booking meeting rooms
etc and leaving the room and their time as free.

This is the way Outlook handles All Day Events and I cannot find a way to
change this default behavior.

Looks like the only solutions are to have users remember to check "Busy" or
to instead make the meeting run from 9:00-5:00 (and not use All Day Event).

Just as an addition to what Greg has said, perhaps it
might be useful to only allow certain to have access to
booking meeting rooms, i.e. people that wil definitely
double check to make sure that the "busy" option is set.
