Our computers have all had the 2007 "fix" so they change for the 2nd Sunday
in March time change. However, we are finding that any "reoccurring"
meetings are still not following suit and nearly all appear on hour late for
all but the meeting organizer. One-time meeting invitations all conform to
the new time zones, but just not re-occurring ones. This happens between
March 7 and April 4, and then corrects itself.

Any idea how to fix this?

Have you applied all of the applicable Time Zone updates for both Exchange
and Outlook?
