Hello - I am using comcast as my internet service providor and am not happy
with their e-mail system. Is there a way that I can use Microsoft Outlook
instead. How would I go about doing this? Thanks

Outlook is an email client.

Comcast is an ISP. They provide mail servers to receive and send email on.
Nothing to do with which email client you use.

Get yourself a google mail account and use that with Outlook instead. Of
course, this means changing your email address.
