E-mails getting rejected (permanent failure in delivery)

I use Outlook to access my Comcast e-mail account.

Recently, when I use my Comcast account to send an e-mail to my Hotmail
account (or any other Hotmail account) I get a message telling me that a
block has been placed on my IP address because Hotmail has received
complaints concerning mail from that IP address.

I am not an e-mail/network administrator. I do not use my Comcast e-mail
account for anything but highly personal mail. Indeed, I only have three
Hotmail addresses that I ever e-mail to, and two of these addresses are my
own personal Comcast e-mails. Another address is of my best friend.

The attachment to the delivery failure notice tells me to contact my
e-mail/Internet service provider for help. That is Comcast. When I contact
Comcast, they tell me that I need to contact Hotmail. Hotmail has no way of
contacting them that I know. I have looked on their site and I have found
nothing.

I understand that this is not a problem with Outlook. However, it is a
problem with Microsoft and that is why I am appealing to this forum for help.
I am not a geek, I am not a system administrator, I am simply a very
aggravated and obviously stupid user who feels like my identity has been
smudged off the face of the earth by Microsoft.

What do I do?

No, it is a Comcast issue as one of their IPs got blacklisted because of
reported abuse on it. Hotmail is most likely not the only provider who is
blocking that IP right now but so far you've only discovered that they are
blocking the IP address.

In order to remove this ban your ISP has to take action and check which kind
of abuse was reported on that IP and when. If you were not the holder of
that IP address at that point in time, they should directly supply you a new
one. You cannot do this on your own; you'll need cooperation of Comcast
support as they have to check this on their servers.
