Outlook 2007 won't open, initialization error 0x80000003

I get the "Outlook 2007 failed to initialize (0x80000003)" when I try to open
Outlook in Vista Home Premium. We reinstalled Office (we have the
professional home use version) and its a couple weeks later and its at it
again. Can't open it in any Vista ID.
Any recommendations?
