Outlook 2007 Webcal published calendar not accessible to other person who
receives the email that Outlook creates to send to their email address. This
email contains the webcal link.

When the other person opens the email and clicks on the link they get a
login prompt. Their Windows Live ID (email and password) does not work. The
same email and password work when logging into the web site office.live.com.

Does anyone know why the email and password is not valid?

Yes. The email address is associated in that the email address is the live
id account. The email address being used to send from outlook is the email
address the other person used to create their live id account.

I had the other person share their calendar and they had outlook send a
webcal email to me and when I click on their webcal link I too can not login
using my live id. And my live id is also the email used to setup the live id
account.

is that live id associated with the email address?

It might be an issue with the live id servers or office live - there are
problems with the outlook connector too.

I think you are on to something. I associated my liveid with my WindowsXP
login and I have since been able to view my coworkers calendar and Outlook
has been reporting that it is keeping it up to date.

I tried doing the same thing for my coworkers liveid on their WindowsXP but
it didn't fix the problem of her calendar being able to login to get my
calendar information.
