Outlook 2007 saves message changes but should not

After editing an email message for forwarding, Outlook 2007 asks me "Do you
want to save changes to this message?" I check "no" and then it saves the
changes anyway. Beside being insulting, this puts me in violation of NASD
regulations to save all original messages. I've searched everywhere for the
tab or answer to fix this. Any ideas?
 
Why are you not clicking on "forward" and then editing the message? It
preserves the original intact but allows you to add your information.

unsolicited mail sent to my personal account will be deleted without
reading.
