Outlook 2007 not spell checking

What would cause Outlook 2007 not to spell check a message? Spell check
works fine in Word 2007, but not in Outlook 2007. If you misspell a word,
the word is not underlined in red nor when the spell check prompt you to
correct the word.

Note... I am helping someone on this problem that has Windows Vista Ultimate
32-bit version installed with Office 2007 Premium Pro (I think that is the
version he has installed).

Office 2007 has been uninstalled and reinstalled with the same result.

When you are composing a new message, click on the Office button, Editor
Options and check the proofing options there. Then try again.
