Outlook 2007 not checking email when starting Outlook

Outlook 2007 running on Vista does not check email when first starting
Outlook. It then checks it at the interval I have it set to do so. Should
it not check for new emails when it is started?

Also, I have Outlook set to empty the Deleted item folder upon exit but it
only does this about 50% of the time.

Any settings I might have missed for these two issues?

Make sure Outlook is not loading from the startup folder. Put an icon in the
Quick Launch bar, wait until all startup items have loaded & you are
connected to the Internet, then start OL. It will hesitate for 30 seconds or
so, then check for Mail. Show the Status Bar in the View menu and it will
tell you when it's downloading. If it starts before everything has loaded, it
cannot check for mail.

Outlook in the startup folder has no problems checking for new mail. I don't know where you got that information from but it is incorrect.

reading.
