Outlook 2007 ~ no longer working with my ISP

I was able to send/receive emails for my ISP (Optonline) from Oct through Dec
2007. I have Outlook 2007 and Windows Vista.
I have followed the ISP instructions repeatedly and have spent quite a bit
of time with the ISP help desk. They are not able to determine the reason
why I can no longer access my account through Outlook 2007.
I was refered to Microsoft for additional troubleshooting.
Do you have any suggestions for me?

I have tried this. I am refered to my ISP and as I said, they are not able
to determine the problem. They have shadowed my machine, checked Outlook
settings, Outlook Express and Firewall settings, etc.

These are the two error messages:
Log onto incoming mail server (POP3): Outlook cannot connect to your
incoming (POP3) e-mail server. If you continue to receive this message,
contact your server administrator or Internet service provider (ISP).
Send test e-mail message: Outlook cannot connect to your outgoing (SMTP)
e-mail server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).

I have contacted my ISP and they cannot figure out what is wrong. They said
I should ask 'Microsoft'. That is why I am asking here.

Are you able to connect to your ISP web mail access?
Or have you somehow blocked it in your Firewall?

Yes, I can access my email through the web. I want to use Outlook though.

DL

If you have anti virus software intergrated with Outlook, ie scanning mail,
uninstall it.
If you have an internet security suite, check that Outlook is not blocked
