Outlook 2007 Muliple accounts

I have a business that was using Outlook 2002, which we upgraded to 2007 with
the purchase of new computers. When they used the Outlook 2002 they could
send e-mails to both exchange server and pop3 accouts. Now they have to
select which account to use. This is a step backwards. Is there a fix for
this that will allow Outlook to send to another account if the default is not
the right account.
 
A single message can only be send over 1 account. You can choose which
account while composing. If the you send with the Exchange account and the
receiver is not within the Exchange organization, Exchange will forward it
to the Internet (assuming that Exchange is connected to the Internet).
 
That does not appear to be the case. If I send an e-mail to a person in a
pop3 account and use the exchange account it responds with a message that the
e-mail cannot be sent.

Do I take it that by "If I send an e-mail to a person in a pop3 account "
you actually mean that you are trying to send an email to someone outside of
your organisation? If that's the case, it sounds like exchange is not
configured to send email to the Internet.
