Outlook 2007 Junk e-mail filter not working

Try setting it to download the whole message and then doing a send/recieve.
I think it will only work once it has the whole message and not just the
headers, but that may have been limited to a certain server type.
 
No help.

It looks like Junk Email Filter is working after i open message from inbox.
If sender is not in safe lists -> after i close message it will move to Junk
Email folder.

Why do i have to read message first? Is there any setting for this?

Because it sounds like the message hasn't been fully downloaded. In the
message list, does the 'I need to get this message' icon show below the time
received? If it does, do another send/receive and see if the icon goes away
(I'm betting if it does, the message will too).
