Outlook 2007 Email HTML bug?

Noticed that with Outlook 2007 the email reader window does not recognize
the BORDER=1 command in HTML code in an email. Other Outlooks did and I
noticed it since my newsletter looked different. Did Microsoft change the
HTML reader in Outlook 2007. Are there known bugs with it?
