Outlook 2007 Bug?

When I submit an email using the junk email reporting tool (from MS), it
automatically assigns a delay delivery to the email (I wish it didn't). If
I go to my outbox and right click on the message and choose "Message
Options", it does not show a delay delivery. But if I actually open the
email and go to the options tab > Delay Delivery (i.e. Message Options
Window) it shows the delay delivery option checked.

So right clicking on the message and looking at message options does not
show delay delivery, but opening the message and going to message options
that way does show delay delivery. This seems like a bug to me.

It shows correctly for me. So if a bug already it would be within the Add-in
and not in Outlook 2007. I don't have the add-in installed so I don't know
if the delayed delivery should be happening in the first place.
