outlook 2007 block sender for good

I would like to know how to bounce an e-mail back to the sender. Outlook
2003 can do that. I have Outlook 2007 and cannot find how to do it. I do
not want it go to in my junk mail. I want the sender to know I blocked their
e-mail from coming to my computer.

In general, pointless.
Outlook 2003 can do that.

No it can't. Only a mail server can generate a bounce message. A rule can
send an autoreply, but it's not a real bounce and won't behave on the
receiving end like a bounce. It will be just another ordinary message.

You should be able to use the same rule in OL 2007 that you used in OL 2003.
However, if this is for spam control, the sender won't see the message
anyway, since spammers don't use replyable addresses or, if they do, it's
the address of some innocent victim whose address has been hijacked and who
wouldn't understand the message in the first place.
