Outlook 2004 Junk Mail Filter Not Working

Someone in our office has been running Spam Bully on their Outlook
2003. They recently removed it to give the Junk Mail Filter in Outlook
a try, and the filter is just not working at all.

The system and outlook are fully patched, all service packs, etc.
Outlook runs two accounts: an Exchange account for internal e-mail and
a POP account for external e-mail.

Is there a chance that the filter is running on the Exchange account
and not the POP account? Is there a chance that Spam Bully could have
something to do with it? I have completely removed spam bully and all
registry refrences to it. We have done everything short of uninstalling
and reinstalling Office.
 
If the default delivery location is the Exchange mailbox, then they have to
be running in cached mode before OL2003 junk email filter will work.
 
If there mailbox is huge, it might take a while to build that first
representation of the mailbox.

If running against Exchange 5.5, better have the server software patched to
the hilt to support OL2003.

Outside of that, I recommend cached mode.
