Did Outlook 2003 eliminate the ability to add local folders within Outlook?
In previous versions you could drag and drop local folders into outlook no so
in the "New" version? If this function has been eliminated - first question
why? And second are there any plans to add back this functionality?

Of course not. File>New>Outlook Data File will allow you to create a local
PST.
