Outlook 2003 won't "send" from other office programs

In FrontPage2003, Windows IE6 (sp2), etc., clicking FILE | SEND either gives
an error ("Send mail failed to send message" in FP) or does nothing. Why
won't it open the Outlook new mail page?
 
It should!
Is Outlook open when you try this?
Do you have a Web page open?
Is Outlook your only email client and set as default?
