Outlook 2003-problems with duplicate folders

All of the sudden my personal folders & contacts keep duplicating from the
originals. At one point I was not able to send or receive mail, but I set up
a new email account and that's working. If I uninstall office 2003, delete
the outlook.pst file and reinstall office 2003, it won't let me open Outlook
2003.

Please help.
