How do I set up a message In OUTLOOK XP-2003 to delay its delivery to a
certain day?

You can only do that if you connect to Exchange Server AFAIK......

When composing the message, click View>Options and set the "do not deliver
before" time there.

But doesn't that only work with Exchange?

It should work with plain Outlook if you leave Outlook running.
