Outlook 2003 will not send or recieve mail for POP3

Upgraded to 2K3, mail was working just fine (Outlook 2K)
but now has stopped. I have deleted the profile in both
Outlook > Tools > Account and in the Control Panel > Mail.
When I test the ability to send and receive from Control
Panel > Mail > the test message is sent and all goes off
without a hitch. Do the exact same thing from inside
Outlook and it fails every time. Remove, replace has no
effect, editing the account, no effect, etc.

Has anyone run into this.
 
I hav the same problem on a machine upgraded from OL
2k2...I think it has something to do with the version of
inetcomm.dll...KB article 817964 addresses it but with no
solution???

It also seems to prevent activation of Office products
over the internet...stating there is no internet
connection.
