outlook 2003 will not display HTML email properly just the text

After applying a recent update to outlook 2003 I cannot now veiw received
HTML messages correctly. These messages are displayed as plain text. On
checking the Format menu of the message the HTML choice is greyed out. I have
uninstalled office and the relevant updates then reinstalled everything but
no change. I have looked through as many articles as I can find but the
problem is still there. My isp allows HTML messgaes as does my mail provider.
It is very frustrating not being able to fix this prolem. The check boxes in
the mail set "read all messages in plain text" are clear.
