Outlook 2003 & Vista's UAC

I'm running Outlook 2003 on Vista ultimate (all updates applied to both Vista
and Office) and I have this problem:
- if I launch Outlook with regular privileges, every time there is an
activity that involves access to pst file (send/receive mail, rules, etc) an
installer window pops up saying "wait while Office configures your program"
or something to that regard. Quite annoying and slows Outlook down
considerably
- if I launch Outlook with elevated privileges, everything works as expected

Does anyone know of a way to have it working normally with regular
privileges? Note that my account has full control over the pst file
(security-wise)

Was this a clean install of Vista or an upgrade from another Windows
version?

The Vista is upgrade, but I did a clean install (reformat and all that jazz)
