File access is denied

I have Outlook 2003 and have backed up the pst file regularly. Now I have a
new laptop with Windows Vista Home Premium. When I try to file/open/outlook
data file I get the following message
File access is denied. You do not have the permission required to access
the file.

I am running with full administrative privileges and it appears that Outlook
is set to allow me full control. Cany anyone helpl?
 
Copy the file to the hard disk and remove the Read Only attribute.
 
Thanks - that did work. Now, however, I seem to have two .pst files. Would
I have been better off to import the old file. Would that merge them?
