Outlook 2003 - Unable to receive POP3 e-mail - no error messages..

I really need some help! I'm totally stumped.

I have two completely different POP# e-mail accounts. For some reason, I am
suddenly unable to receive e-mail from either account. I made no changes to
the system between the time I last received e-mail and the following attempt
in which I couldn't. Three points of note:

1) Upon attempting to "Detect and Repair", I found the engine was disabled.
I don't recall doing that. I reset the engine to automatic.

2) Previously, I had been getting some corruption in the file that tells
the server what messages I have downloaded. Since I was unable to access the
hotfix for it, I attempted to reinstall the Outlook SP1 update, that
addresses the issue. While the update wouldn't complete since it was already
updated, it did somehow fix the problem.

3) I receive no server error messages. In fact, when I go to my e-mail
account settings and run "test", the window stays busy. I have to shut down
Outlook to stop the process.

I had an identical problem. Turns out a recently upgraded version of
Spam Assassin running on my ISP mail servers were, by default,
labelling almost all my mail as spam and deleting them. I ended up
only receiving approx 10% -15% of my mail (filtering levels were set
too high).

Anyway, after logging in via webmail, I managed to manually set the
filtering levels on my personnel account to allow all(similar to the
junk mail levels in Hotmail). I've had no problems since.

With regards to all the Spam I now receiving! I'm using a local
software solution to filter mail. Bit of a drag, but at least I can
monitor any legitimate mail being caught by the spam software.

I'm wondering if it's worth your while checking out your ISP first.
Sounds like you've got a few little niggling probs there, however I
suspect the solution may not be as involved as you think.

Start with the simple, and work your way in.
