Outlook 2003 SP2 - Email Appears Blank on Reply

When I receive a reply to an email from one particular person, the email
appears blank in the reading pane and when I open it. If I turn on Auto
Preview I can see the first few lines. If I attempt to reply to he email I
see the following characters appear as if they were in the email 'ÿþ'. I have
the same version of Outlook on two machines, and this problem only occurs on
one of them. I rebuilt the PC and the problem persisted. I've seen various
posts about using the following command line prompt but this appears to make
no difference. Any suggestions

REGSVR32 INETCOMM.DLL
 
Recheck and change your View, Encoding settings in the message. Look up
encoding in Help for more info on International Format button on the Tools,
Options, Format. page.
