Outlook 2003 SP1 won't start

I'm attempting to begin using Outlook 2003, but the program freezes when I
attempt to start it.

I've downloaded all updates for the program.

I am unable to start in Safe mode and I've previously done the Detect and
Repair routine, all without success
 
Some additional information:

I'm running Windows XP SP1

To eliminate a corrupt user profile, I deleted the existing profile and
created a new profile using the Exchange server. Everything appears to be
in order, but Outlook still won't start.
