Outlook 2003 - Can't start Outlook

for reasons unknown I can't start outlook 2003 as a limited user - not sure
what changes I've made for this to happen. Have tried repairing office and
also have reinstalled outlook without success. Dont get the rest of the
unable to open the outlook window etc error message it's just Can't start
Microsoft OUtlook. Am running XPPro with all the automatic updates
 
Can you start another Office application?
Have you configured Outlook with a mail profile already? Control Panel->
Mail

excel, powerpoint and word all ok - cant get into mail in control panel under
this user as not enough resources which dont know how to change
