Outlook 2003..Slowwwwwww

I have a user using Outlook 2003.
The performance has become very, very slow.
When you first open outlook it says trying to connect, and takes forever to
sync to the server.

I tried disabling cached mode, and it didn't help it much.

Any Suggestions?

Is Windows, and is Outlook, patched fully with the latest service
packs/updates?
Event logs errors?
Network connectivity issues....and is the user having problems connecting to
file shares, etc?
I presume you're using AD - is there a DC and GC in this location/site, and
is the workstation's DNS configured properly?
