Outlook 2003 Shortcut to Web Page

I can't find the trick to add a web page to the Outlook
shortcut bar. It contains just one thing in "My
Shortcuts", which is a link to the Microsoft Office
Upgrade site. I used to be able to add web pages to my
shortcut bar in Outllok, but I can't find that utility in
Outlook 2003. If you click "Add Shortcut", all you can
add is a folder.

Drag the shortcut to the shortcut bar and drop it on the group name.
