Outlook 2003 sending HTML being received in RTF

when sending an HTML newsletter to a group, in Sent items it appears fine,
but when my copy arrives in my mailbox its in RTF. I can't seem to find out
why. its not plain text. hasn't happened before. not using Vista.

Check the individual overrule settings per contact;
Open the contact-> right click on the email address-> Send Options...

I tried that, thanks, and got an error message, "cannot perform requested
operation. command selected is not valid for this recipient". Tried other
contacts, same message. Any other suggestions?
