Outlook 2003 open on two PCs at once

I have a user whom uses two PCs. She often has Outlook 2003 open on both.
Until a recent server crash, items in her "inbox" would appear on both. Now
they appear only on one. My understanding of Outlook is that it downloads
from the exchange server the messages, so they should appear on both boxes.
Is it rather that which ever box is the first to contact the server,
downloads the messages and the other box doesn't?
 
is she using the mailbox as the message store or a pst? Check the profiles
on both computers.
