That is not how it works. You can use command line switches for that;
"path to outlook.exe" /c ipm.stickynote
That one will create a new Note
mail message: ipm.post
task: ipm.task
appointment: ipm.appointment
contact: ipm.contact

Microsoft Office XP Shortcut Bar 2002 (10.2609.6735) SP3
I want to create a button on the Shortcut Bar that will open a blank Note
form from Outlook 2003. I already have a button that opens a blank Task
form, but I did not see a similar blank Note form in My
Documents\TEMPLATES\OUTLOOK.
