Outlook 2003 not working properly in Windows 7

I have installed Office 2003 SP3 in Windows 7. The word, excel, powerpoint,
publisher work fine but outlook has two problem. Problem 1 is even after I
have installed the Outlook connector for hotmail email account. When I click
the pull down menu and select 'Add a New Account', nothing happens.
Problem 2 is that when I tried to import .pst file for Contacts, the message
'The messaging interface has returned an unkown error. If the problem
persists, restart Outlook.'
I don't know whether the two problems are related. Advice on how to solve
the problem will be appreciated.

Has this been a clean install, an upgrade or did you otherwise transfer some
settings from a previous installation?
Can you add the Outlook Connector account via Tools-> E-mail Accounts...
menu?
Instead of importing, use file-> Open-> Outlook Data File... instead

This computer is a new Compaq desktop computer which comes with a trial
version Office 2007. When I first install Office 2003, it did not run at all.
After seeking advice through the microsoft web, I removed the trial version
office and install office 2003, this time the other packages works except for
outlook. I also installed the connect access which is required for hotmail.

outlook still open and runs. However, the two problems existed as stated in
my first input.

I tried your suggestion, here are the results.
1. I tried to use the email account add under the tools. However, it did not
allow me to finish with an error message.
2. I tried to open the .pst file but the outlook program respond with a
message that the program to be closed and restart.

So the two alternatives did not work.

Any other suggestion?
